Capacity Max Priority Monitor

In Capacity Max it is now possible to have a radio leave an ongoing group call to join a higher priority group call.

Capacity Max supports 10 levels of priority with priority 1 reserved for emergency calls. Priority is based on the radio unit priority and call priority.
