HKVN4705A and error code 2419

In 2019, Korea (ROK) introduced a regulation that prohibited the sale of analogue radio communications equipment in that country. Since MOTOTRBO supports both analogue and digital operation, there needed to be a means to prevent a radio from being programmed with analogue channels.
To support this, a change was made in the CPS that would prevent a codeplug, containing analogue channels, to be written to a radio or repeater with an asian model number.

In this case, an analogue channel can be added to the codeplug but when writing this to the radio or repeater, the above error message will be displayed. The only way to write the codeplug to the repeater or radio, would be to remove the analogue channel(s).

As far as I know, to be able to add analogue channels to a MOTOTRBO radio sold in Asia, you would need to get a HKVN4705A licence and add it to the CPS (CPS Menu: Licences>>Register Application Licences). This licence can only be sold in countries in Asia that allow analogue (F3E) operation. Once added, it is possible to add and write analogue channels to any radio that supports this.

With the introduction of the SOLAS convention (and EU MED), all seagoing ships are now carrying radios for onboard communications. Often a ship is built somewhere in Asia and, at some point, calls at a port in Europe where a local Reseller is called in to reprogram those radios. Since there is now only one version (branch) of CPS, they too would encounter this error.
