If you have a system that consists of more than one logical site, then you need one HKVN4313A licence and ξ HKVN4314A licences per CMSS.

ξ is the number of logical sites minus 1. So if you have 16 sites, you only need to order one HKVN4313A licence and 15 HKVN4314A licences. If you have a (2nd) redundant CMSS, double this.

If you have a system that consists of only one logical site, then you only need one HKVN4394A licence. HKVN4313A and HKVN4314A are not needed in this case.

HKVN4394A is a Single Site Controller Licence and is only used when the number of sites is 1. For larger systems, HKVN4313A (Multisite Controller Licence) and HKVN4314A (SIte Connection Licence) are used.
