Capacity Max Single Slot Data Revert now also in Open System Mode

Single Slot Data Revert is a Capacity Max feature; that allows Data Revert to be provisioned per timeslot, instead of per repeater.  Prior to M2020.01, enhanced GPS would have to be provisioned at a repeater level thereby consuming both time-slots on that repeater for Data Revert. 

Single Slot Data Revert allows you to configure a trunked repeater with one timeslot for Data Revert and the other as a standard traffic channel (slot). For systems with low-density sites, an additional (half-wasted) repeater is no longer necessary.

In M2020.02, Single Slot Data Revert support is being extended to Open System mode. This means that on systems with mixed fleets, both Motorola and non-Motorola* radios will be able to support this.

The system and (Motorola) radios need to be on software M2020.02. Non-Motorola radios must be compliant with at least ETSI TS 102 361-4 v1.9.2 (ideally v1.10.1).
